Cid is both a hero and villian. Basically he’s an anti-hero. His dream as a background character is work in shadows. Fight for those who stands in his and Shadow Garden’s way. The Cult of Diablos. I would call him a villian because despite all his great power of destructive many people in the series would be dead if it wasn’t for Cid. Like at the school, he saved the students from the fake Shadjw Garden. He was a hero because of that in his own way. Then in episode 20 he was a called out as a vigilante that wreaked havoc across the kingdom of Midgar and entered the Bushin Festival under a false identity as a Dark Knight. So in a way Shadow is can a violent, crazy psychopathic demon that kills and kills for money and power. But can also be a hero that protects those who can’t protect themselves. To me CID’s a hero, that loves money and has a harem of his servants and princess who are secretly in love with him and he avoids that emotion
