The picture is of the Emperor’s new wife Tilan. She looks just like his sister, Zizan, who is his deceased wife. The emperor is mad at Zhou for bringing the new wife to town safely when he was trying to avoid her coming. So Zhou is punishing himself for hurting the emperor by kneeling all night to look at the picture.
