At any point, practically EVERY nation can be guilty of selfishness, greed, and atrocities against human life. At some point it becomes a matter of whose boots are bigger than another upon which to step on other civilizations. I think the motivation to expand was not just a thirst for power, dominance, and financial greed, but also a misplaced notion of self-righteous moral compass. The human mind can convince themselves of any terrible acts as a "means to an end."
