i think this is a pattern with soviet planes. they have high caliber guns and little ammo. the 23s and the 37s are amazing if you have marksman aim, afew rounds will turn into a kill, but for people who have worse aim 20mils are good enough. in level 10 i would say the cannon sabre is the best for gun fighting

the main problem is that the plane is at the end of its tech tree...so most of the players give up playing the line.

A-10 if you like bombing bases, slinging missiles across the map and having an extremely good cannon, F-8E if you like more of a fighter playstyle and not being the slowest at top tier.
