No. There is no interview for Student visa thats why letter of explanation (study plan) is needed this is your way of convincing the visa officer

No it isn't in applying process

You need the bank statement for your visa application. You don’t need it for the school application. But plan ahead and put it in the bank to save time later.

If you can provide fund I suggest try the express entry program (its just like DV but only selected by point age, languge, fund, experiance) or just go to Job Canada and apply for diffrent jobs try Monitobia and the like province where work force is demanded more...you can take IETLS in Britsh Council, Ethiopia any time just know the result is valid for only 2yrs (he has a video on that check that out
