I'd recommend building a regular 212 for that platform

assuming you're talking about the typical size ride on mower they're pretty heavy so i'd want to go for something with more torque like a 301 or 420 even. most that race run v twins but they're quite a bit more costly.

aircraft paint stripper in a can. You can try that. It will help bubble off the old paint, then sand it.
