Exactly. They could say they didn't anticipate the usage of commercial planes as guided bombs, but even if they just exploded all hijacked planes, it would be worth investigating and preventing.

Air France Flight 8969 was an Air France Airbus 300 that was hijacked at Houari Boumediene Airport, Algiers on 24 December 1994 by the Armed Islamic Group of Algeria (GIA), organization considered to be close to Al-Qaeda. The terrorists murdered three passengers and their intention was to crash the plane into the Eiffel Tower in Paris. So the idea of using hijacked aircraft as weapons of mass destruction, targeting population centres or iconic buildings, was at the forefront of the minds of those following extremist ideologies. The terrorists did not succeed with AF 8969 because they relied on the pilots to do the job and there was resistance. It was from this moment that they understood that they had to become pilots to succeed. This was in 1994 - seven years before 9/11.
