I think that the idea in reformed theology is that Jesus IS Israel (reduced to one). The idea that I was taught in reformed circles is that when God chose Israel and loved Israel, it was because in Israel (prior to Jesus), He saw his Son. God’s covenant went with Jesus. There's a lot of debate about whether Luke was a Jew or a gentile. I think the evidence that he was not a Jew is very flimsy. Romans 3:2 mentions the chief advantage of the Jews as the fact "that unto them were committed the oracles of God." This goes against the idea that Luke who, as you say, wrote Luke and Acts. was not a Jew. Did God go against his word and commit a large part of the Bible to a gentile or, are we wrong?
