They would probably have to have preset quirks that have skill trees to them. Like a super strength quirk, flight quirk, fire quirk, earthquake quirk, lightning quirk, lava quirk, telekinesis quirk. Just to name a few options. You can choose a limitation or weakness that allows you to set your quirk to be really powerful but of course you are limited by your limitation or you have that weakness. An example could be a super strength quirk but it only lasts 3 minutes. You can one shot most things in the game but you only have 3 minutes to do it. The skill trees can be separated in multiple ways. You can have a maneuverability tree that allows you to use your quirk to become more maneuverable, a power tree that just makes your quirk more powerful, a endurance tree that allows you to use your quirk for longer, a defense tree that allows you to learn how to use your quirk for defense, and a skill/moveset tree which would allow you to learn new movements/signature attacks. You can either hyper focus on one tree or go down multiple trees at the same time to create a balanced character. You can gain skill points by performing training missions and tests at UA

there is a official open world MHA game already that was made before this is called my hero the strongest hero had some open world features to the game making it a official open world MHA game (kind of) it was more RPG base but still had it even if it was manly running around for mission in an area before moving to the next area but the areas was link to together to make it somewhat open world

I havn’t been gaming much of late, but I loved playing Ultra Rumble. I just sucks cause I had an idea for them either doing an MHA br or hero shooter and what we got was really undercooked and pay to win. The devs do their best with what they got, but UR could be so good if it had a big team size, longer dev time and good budget. Or better yet, Imagine an MHA Hero Shooter like Marvel Rivals. Base it around the Joint Training Arc, but allow us to play as Villains and let us customize our load outs using “support gear” to boost or alter certain abilities. Each character has the ability to pick up and carry downed enemies and you have to run them to a jail to capture points or take them off the board.
