To clear up some confusion The First Order is the Empire. The name changed in their exile but its still Imperials and their children that run things. With Palpatine as Snoke pulling the strings their leadership even remained the same. This is no different than anything in Legends where the Empire remained visually the same for decades upon decades after Return of the Jedi.

The new canon explicitly states that in the aftermath of Operation Cinder and the battle of Jakku a chosen lot of Imperial fleets were ordered to various rendezvous points in the Unknown Regions. The First Order was birthed by these Imperials and for a time led by an Imperial Grand Admiral, Rae Sloane. In the films anybody over a certain age such as General Pryde or the Dreadnaught Captain in TLJ or the dude Kylo chokes out in TROS are all ex Imperials. That’s like saying the Roman Empire was a copy and paste of the Roman Republic. The name changed but the people are the same.

It would be way more epic if First Order would fight against Palpatine's red bois. Clash of two formidable militaries. By defeating a threat to the galaxy's existence, First Order could be viewed as saviours of the galaxy, which the weak republic failed to save. Hello, I'm from Ukraine, so forgive me if there are mistakes. So, I agree with you that Hux's potential was so mediocrely destroyed, although the entire eighth episode looks like a joke, otherwise I don't understand Like a ship the size of a metropolis and a crew of several million people with so many guns and fighter jets that Disney themselves don’t even know how many of them the entire movie could catch up with 1 cruiser Resistance, and in the finals also lose these "catch-ups". I am very sorry that Hux was so terribly implemented, because according to the plot, the soldiers respected him extremely and would rather follow his order than the supreme The leader of Kylo Ren and that could have been used, but they didn't! :(
