Eobard Thawne can't be ranked in this list. His existence is non linear. That makes him faster than Barry sometimes and, some times slower than most other speedsters. The only "speedster" that is slowing stuff down is zoom, he isnt a speedster by nature, ha uses v-9 and has the ability to slow stuff down so will always be the "fastest". Only a really good speedster on v-9 can beat him. Also the black flash, will always be number one, he is the embodiment of the speedforce, you cant beat that.
