i'd normally i'd say Cicada (I or II) as number 1 since his dagger can literally get rid of any meta abillities which could lead to DeVoe being a handicap again, but it would only be usefull against DeVoe and King Shark, cuz with fist to fist fights i don't think he could win a fight against Eobord Thawne or Zoom, maybe Thawne (that is comparing his fighting skills from s1 against Oliver Queen, Barry Allen) so this is my ranking for when Cicada's dagger is activated: 1. Killer Frost 2. Grodd 3. Savitar 4. Zoom 5. Captain Cold 6. Cicada 7.Thawne 8. Trickster 9. Shay Lambton (King Shark) 10. DeVoe that is ONLY when Cicada's dagger is activated. for the rest i kinda do agree with this list besides Grodd being higher then DeVoe.

assaf tsuk actually reverse flash is technically most powerful because he can never be stopped because he has time traveled so much that he is forever in different places in time and he can never be killed or stopped.he will always come back and thinker in the arrowverse basically has to rely on getting other powers to be powerful so without them he would’ve been stopped almost immediately

@Adrian Hayes people didnt like the body swapping thing but i thought it was fine and i really enjoyed him. That one scene where he destroys the Argus guys is one of my favorite in the show

I don't think same for DeVoe.....He is the smartest villian in Flash show......I think DeVoe is 2nd most powerful villian followed by Harrison wells AKA Eabort Thawne and also Zoom is not powerful than Savitar....for me:- 1.Eabort Thawne 2. DeVoe 3. Savitar 4. Zoom 5. Cicada I might me not correct for everyone but this is the best chronology for me
