-18.4°c is equivalent to -1.1°f, not 65°f. Looks like you converted 18.4°c instead of -18.4°c. Regardless. -1°f is still quite warm for a record low that far north! It frequently gets colder then that here in Upstate NY. Sounds like a great place to go see the Northern lights!

One of my favourites cities in Norway. If u visit by camping car, the area is next to the Arctic museum by the sea front ( with electricity point). Amazing views and feeling! Enjoy Tromsø and the rest of Norway too!
