One can well understand the lament of Farooq Abdullah that while the article 370 was in operation, Kashmiri govt used to enjoy unbridled power without any accountability towards central govt.Kashmiri leaders looked after themselves well on central funds.On top of it they had their own condition.They never bothered about the exiled minority,the Kashmiri Pandits.
