READ THIS! Tobirama Senju Countered mainly the Uchiha clan simply because They were the only Clan that could hold up to the Senju. Other clans would pay both sides to protect them from either side. Because of this The Uchiha were forced to fight the Senju and vice versa. If you’re going to be fighting mainly 1 Over powered ass clan you might as well start countering them.

FUN FACT: Tobirama necessarily didn't improve the water dragon bullet, he got so proficient in using that jutsu that it takes him far less hand seals, when it takes people like kakashi(initially) and zabuza 44 hand seals. Similarly, sasuke needed 8 hand seals at the beginning to use a fire ball, but later on, he only needed 1 hand seal. (Generally the more you use a jutsu the lesser hand seals you need as it is far easier for you to mold chakra for a certain jutsu). Naruto and his rasenshuriken is also an example.
