The first English commemorative coins were struck while Newton was running the Mint. There had previously been commemorative medals but no legal tender coins. I don't know if it was Newton's idea, but he asked Queen Anne for permission to have coins struck from gold and silver captured at the Battle of Vigo with the word "VIGO" beneath the Queen's head.
