I run almost the same build, and hit someone for 8800 with 100 Con. I also tried going 5 con, but it just doesn't feel any better. I also noticed a massive damage drop off from release day and day 2, to day 3 and on. Feels like they stealth nerfed it. Probably just everyone running more ele protect.

They stealth nerfed the damage, someone datamined it. Theres a video on YT about it, was pretty substantial nerf also, another reason I quit new world.

it seems you can light attack 1 or 2 times, rapid shot and it seems to proc. at least i see the bolt come down.

I run shirking heals with ankh and use axe when im about to die so ankh boost the health you get back from defy death matches good with bow perk too so u can chance that dodge attack and get the extra 45% dmg
