He used the cloning glitch and the hookers have level 4 weapons because they are coded into the game. The dlc which was available in the usa only between 2007-10 unlocked all the xbox content. Alas there is not enough interest to unlock it.

You have to successfully flirt with hookers 50 times, in two separate locations.

Yeah you can do that, it's not locked off like the Godfather 2.
