One thing I've been wondering is when you reduce the cost of a character, would it also reduce their shift cost?

You reduce the cost that you pay to play the character. Shifting is still playing a character. So yes, you reduce the cost of the shift.

Depending on the wording (play X less) yes, it effects shift cost too
