Negan was obviously the best villain, but because he is the main villain of the show pretty much, I make it a thing to not choose him as my favorite (I do the same with mcs, I never choose the main character as a favorite) therefore The Governor has to be my favorite villain in the show. The governor is an interesting character. This is because he is the closest character in the walking dead that is close to being pure evil. However, he isn't completely evil. As much of a scumbag he truly is, the only redeeming factor is, is that he genuinely cares for his daughter, even when she's a walker. In a way, he's broken as it's demonstrated throughout season 3 & 4 that he cares for some characters plus his almost redemption arc. He is pretty much near pure evil but not pure evil due to a few redeemable factors. Definitely either a malignant narcissist (kind of similar to jim Jones ngl) or a sociopath but not a psychopath in my opinion. Still think Negan is a better villain but the government is still a brilliant character written in the best era of the walking dead and is easily the 2nd best villain in the show in my opinion.

Negan wasnt too far gone like governor and governor did far more damage to multiple members of the group than negan just only being more of a pain in the ass just with having a massive bigger group . Hints too far gone meaning the governor worser villian that had to be put down . Dude was way too pure evil and wouldn’t let so much shit slide the way negan snd being more reasonable and understanding. That’s not a villian . People fear negan with having shit tons of people working for him all pointing guns at the threat as the governor was terrifying af by himself and did much more alone especially with only having one eye . Dude but a guys fingers off like a zombie and stares at walkers in fish tanks and the lake for insane purpose. You can negotiate with negan but not the governor. He was way heartless . Negan in the end got redeemed as governor died a real villain threat that just wouldn’t stop . If the governor had all those saviors working for him instead of negan the governor would have killed them all in that moment , not joke around and just kill 1 or 2 . People shouldn’t love hate a true villian as so many did with negan as with the governor they really hated his guts for the damage he’s done to the group as also he’s killed way more characters especially ogs then negan did with just killing two and the only 1 they really talk about that hit hard was Glenn out of the two negan kills . Negan was way better villian in the comics over the governor but he can sure wasn’t in the tv show .
