In the Legacy Collection, you can get it through the download chip and in the GBA, it's through a NumberMan Lotto Code in the Japanese version only

@@queenmoonbutterfly for Django2, I think it's in Sky Area 1 or 2 behind a fire or something and as for Django 3, you need to change your game to the Japanese version and battle the Virus Battle thing in Central Area 1... I think you don't find BN4 Navis because they can't die. That's why they were in BN5 too.
