And his voice paired with nene is very soothing and smooth, he harmonizes so well with the team and you never get tired of his voice since its so smooth

it's not vibrato, an example of vibrato is 2:16 and 2:32. it's a controlled shake of the voice! as for the question you asked i'm not sure it has a name, maybe an ascending note?
