The ship is on the west end of Manitoulin Island at light house point. People scuba dive around the ship. I had a hunt camp on Cockburn Island. The water is very dangerous between Manitoulin and Cockburn. The ship is broken into small pieces.

French absolutely cannot claim that ship. There would be an argument if modern france was the same government as the 17th century. But the revolution was very clear that its a new france and a new french. Thus they have no claim to what they discarded. If anything it is the personal property of the french king and thus belongs to his family today. Thats a stronger argument than the french republic.
