All guards protect the royal family not the people, if someone gets too close they can use force as it can causes distractions for them from performing their duty or is seen as an attack or offence to the Royal family so like disrespect, hence why they carry sword/wepons in case of terrorist attacks. There's stationed police officers that patrol to protect the people and defuse any confrontations that may occur. The guards on the horses can't predict the horses actions and are not reliable for Any attacks or aggression made by the horse that's why rhwres warning signs. They also can either attack, use panic alarm button (stationed in the huts) or draw swords if anyone attempts to get close or hold the reigns can cause the horse and the guard to have an (accident, frighten the horse or lose control of the horse) preventing them to perform their duty of serving and protecting the Royal family and can be a criminal offence if serious enough which is also why police are around.

When on guard at Buckingham Palace in 2021 there was some protests for blm outside and we had to patrol the gardens armed with loaded weapons. We are not there for you to touch and piss around. (я уверена, и что орут они что-то минимум оскорбительное, и максимум для своей защиты им позволяется промаршировать). Да, когда резко - это может испугать, и в целом обидно, когда тебя отвергают, но когда ты лезешь ко всем ты - тоже не фея. Или люди становятся рядом с лошадью.
