While the memory shit is very weird with Todo, especially since in the manga, the Todo thing also used the line of fake memories being created. But a big key difference is that Todo heard what he already wanted to hear and then deluded himself into thinking he's best friends with Yuji. Meanwhile for Choso these memories are actually seemingly intrusive, he didn't want them, he was beyond mind fucked from them and is trying to make sense of it now. For Todo it was him being delusional and accepting delusion because he wanted another big ass appreciator as his buddy. For Choso he wanted to kill Yuji but then these memories got in the way of what he wanted and he is completely confused as to what's happening. The point I'm making is, what happened with Todo and Choso is definitely not the same. It seems to me that Todo really is just delusional but with Choso something ACTUALLY happened.

So I actually came to the same conclusion as Hei when I first watched the ep. It sounds like you have manga context so you have a more concrete answer, but as an anime-only, I actually think I will have to consider it a poor point in the writing if the two events are wholly unlinked. The coincidence level, and overlap of similarities is just too high for the two to not have either a.) deeper relevance, or b.) simply be a lazy re-use of a concept. Idk. I hope I'm wrong tbh and the holes get filled in in a satisfactory way later on, or someone is able to explain why the theory is faulty. Side note: just because it was what Todo happened to want doesn't actually mean anything, since the outcome is the same (assuming this is something forced onto the opponent by Yuji). This exact scene with Choso would be the counter-example of a person who Doesn't want the outcome but has it enforced on them anyway.
