In the trailer, it's shown that they don't remember anything about Ben's death then that it was a horrible tragedy, resulting from them failing to work together as a team, and they call it the Jennifer incident. It looks like we're finally going to get answers about Ben's death this season and they're definitely hinting that Hargreaves had their memories changed of his death. As even OG ghost Ben seemed to only know those details and didn't realize they were brainwashed, I'm guessing Hargreaves brainwashed them all and then killed Ben.

Them being born and them getting powers are mutually exclusive events, so for them to still be born this time but not with powers, would take a lot more then just resetting the timeline.
