Clement Dunne is correct and by this time the Voidoids were going. FYI Richard was also the original bass player for Television. There is a demo version of Spurts that Eno did for them.

They had Hell until he started trying to take over the band. Then they showed him the door, although he had already seen it in Television. Then he Put the Voidoids together with Robert Quine, Ivan Julian and Marc Bell, who later became Marky Ramone.

According to Walter Lure in his book, it started as a chord progression all bands played with. He adopted/nicked it for One Track Mind. Richard Hell liked it and took it with him for Spurts. Lure not bothered by this. Read the book, it's pretty good but a bit pricey 😄
