It's kinda weird, cuz the whole "Actually having an engaging plot" is the main reason I prefer hentai over regular porn xD Now ofc. I do partly agree, there's lots of just one-and-done hentais out there, especially those 20 page ones, but there's plenty of longer hentais with actual stories that make you care about the characters. Hell, my all-time favourite, and has been for 15 years now, is imply named "Teacher and Student" and is about a female teacher who gets evicted, and moves in with one of her male students.
