Tsukauchi is by all accounts the bad guy in this situation. Despite the fact that there is clearly more going on here and Koichi has frankly done more for the area than he has, he's essentially just doing this to cover his ass. He's embarrassed that some rando is doing a better dealing with villains than he is, which I imagine is something he's used to since the police are pretty much next to useless in My Hero against anyone who is even remotely dangerous. Plus I think even he realizes that what he is doing is wrong but has his hands somewhat tied due to his position as a police officer

It's certainly possible though that of course leads to the issue of time lines. Namely if this matches up with around the time or close to when Stain decides to attack him. Though you have to remember, Stain didn't find or intentionally go after Ingenium, it was the other way around.

It's insane how much Soga has changed from the start of the series to now. Like he's protecting the same people he once was attacking in an alley. As for what's gonna happen next, we might get some people from the flashback arcs showing up again like Kurogiri, Miruko, & Rappa.

There are three things that I want for to happen now, first Number 6 will try to steal something from Koichi before killing Pop Step by revealing himself to everyone and calling himself The High Speed Villain: O'Clock II, the second is either Koichi or Soga to have a Captain America "When the mob and the press..." moment, of which the latter came very close to with this speech and the sock analogy chapters ago and finally a reference to The Dark Knight with Number 6 blowing the hospital like Joker.

Because it’s easy to shift blame which Koichi is one of the people to slip through the cracks, with no Perp because he got away someone needs to take the blame. Not too different from real life with innocent people who end up convicted in place of a perp they don’t have much on aside from multiple various descriptions

In all honesty, he is a villain by the law. Koichi is illegaly doing work as a hero by using his quirk. It doesn't matter that he does a good job, but at the end of the day he is breaking the law, and if the police or law-abiding heroes don't stop him other people might try to do the same thing he does but with way worse results. Adding to this is that tsukauchi has next to no clue about No.5 because he is lacking the readers/ our knowledge about this entire situation. And, to be honest, his actions make sense in that regard. A lot of things point to Koichi, he is missing A LOT of informations nobody is giving him, and the only lead he has is the Crawler who is now on the run. Like it or not, if Koichi would come out and explain his situation there would be chance Tsukauchi would believe him and thus they could all come together to put an end to No. 5 machinations. This is less of a "good guy/bad guy" situation and more a "Things go south because nobody talks" scenario.

Ingenium has no chance koichi can swerve much better has projectiles to distract his chaser can slide on anything or attach himself to any vehicle can slide horizontally or vertically can double jump and rocket himself into the air and can push people back apparently I don't know we seen this once against number 6 when he thought he was close enough to hit koichi and he has pretty sharp senses as stated by o'clock 2
