Environmental Impact Assessment (EIA) is a tool which helps in accessing environmental impacts of a project that may arise out of proposed developmental activities & suggests mitigation measures & strategies. Draft Environmental Impact Assessment Notification, 2020 will come into force replacing EIA notification 2006. Environment v/s Economy 1. Ex Post Facto Clearance Route Is that industry which doesnot take permission & doesnot get license by GOI but still continues to operate. Under EIA 2006, these industries were declared illegal, however Under EIA 2020, now these industries just have to pay fine and after sometime can continue to reoperate. 2. EIA 2020 shortens the time for filing petition against industries, which is majorly affecting tribals, since majority of the industries are located in tribals areas, & the tribal people are not aware about laws. 3. According to EIA 2006, Compliance report by industry needs to submitted within 6 months but now, the duration has been increased to 1 year. Hence now govt won't be able to stop the industries untill 1 year leading to major environmental loss. 4. Full Assessment According to EIA 2020, now only largest project will be fully scrutinized. 5. Involving other Strategic Considerations EIA 2020, can bring multiple sectors into the fold of environment & can be given the license to harm the environment. Conclusion - Hence EIA 2020 promotes economical revival at the cost of environment, since it's anti democratic, non transparent, & unaccountable. EIA must take measures to promote sustainable development, balancing the opposing objectives of promoting economy growth & environment conservation.

Draft environmental impact assessment notification 2020 is the notification by the government of India, which anticipate the environmental impact on the local environment in the surroundings of established company. The notification is upgrading form of the bills which was there from long back. The notification raised some concerns among environmental activists and some NGO's. They are: 1 Time for the public scrutiny was reduced. 2 Rules was loosened for companies when compared to previous bills. 3. By this notification, companies can easily violate environmental laws compared to previous laws. So, by implementing this law, India is going to be fifth largest vulnerable country in environmental pollution.

Q1- Environmental impact assessment- Environmental impact assessment is a tool to anticipate the likely environmental impacts due to the developmental projects and also it suggests mitigation measures and practices. It promotes sustainable development by striking a balance between growth of the economy and conservation of environment. It was initially introduced in 1978 wrt river valley projects and later issued notification in 1994 under Environment protection act, 1986. In 2006 a new EIA notification introduced to supersede 1994 notification. The new draft environmental impact assessment notification announced in 2020 is more inclined towards growth of projects by reducing the time for clearance. Concerns raised by environmental experts and informal organisations 1. Introduction of Ex post facto clearance route which means even if a project established violating fundamental environment principles are allowed to operate subject to penalty. This clause compromises the environmental values on sake of projects. 2. Reducing the threshold limits of project categorisation which allows major projects to avoid environmental clearance and public consultation. 3. Reducing the time of public consultation from 30 days to 20 days. 4. Projects closer to critically polluted areas, ecological sensitive zones, international borders etc are still falling under exempt category. 5. Strategically important projects of government are not obligation to disclose the projects details in public domain. Therefore there should be balance between growth of projects and environment conservation to reach sustainable development goals.

Q. With suitable examples explain the importance of morality in International relations. Morality in International relations is basically the differentiation of intentions, decisions & actions taken w.r.t other States based on their relationship. It can be good or bad, both have their own ambitions. Examples: ----India's relationship with Neighbours----> --Sri Lanka----> Tamils, Religion link, but economic ambitions-link with China --Bhutan, Nepal--> Religious link, but Nepal close ally of China for economic benefits --Pakistan, Bangladesh--> one side -ve & other is +ve, cultural link--> own ambitions ------South Asia: --No trust among neighbour States -not able to solve bilateral issues -need arise for a 3rd party like China to come into picture -Ultimately given China dominance like seen in South China Sea So it is important how a State approach to the moral issues and also to resolve those issues without escalating. Ultimately it is better to arrive to an agreements, standards means to enforce & resolve differences.

Q1. The latest draft environmental impact assessment (EIA) notification 2020, as and when implemented will be replacing the EIA 2006. This has received a lot of criticism, particularly from NGOs. There are multiple concerns being cited relating to this. Firstly, the ex post facto clearance, or the allowing of an industry to operate in an ecologically sensitive zone for at least the near future after paying a fine if it's violating existing rules doesn't seem to have gone well with environmentalists who say that this will allow for a backdoor entry for violators and hold no one accountable for the environmental damage caused. Merely paying a fine isn't going to reverse the damage caused. Some substantive measures like afforestation have to be imposed on the corporates. Then it has shortened the time period available for the public to file a petition against a project. Most of such projects happen in tribal areas who will obviously not have legal knowledge which means it'll take more time for them to appeal against it. Compliance monitoring has also been given more time - 1 year in the place of the erstwhile 6 months making it more difficult to reverse the damage done or to even first of all review if damage is being done. Also other concerns like full assessment requirement being diluted and the inclusion of the words "involving other strategic considerations" are also being considered arbitrary and therefore controversial.

Q2. International relations policy of any country is driven by its own self interests. Therefore, more often than not, it's considered as being cutthroat. However, there has to be an element of morality in it as well. Any negotiation on international relations will always tend to centre around 3 themes : state, nation and sovereignty. Taking the example of the ongoing dispute between India and Nepal, Nepal has consistently been accusing India of showing a big brotherly attitude against it by interfering in its internal matters. However, India has always maintained that while it shares a special beti - roti relationship with Nepal, it has never interfered with Nepal's internal matters. The matter of morality becomes quintessential in such a context. Also, the term "region of regions" over "region of states" maybe preferred. While the region of states represents a hard power centric approach. However the region of regions approach allows for a more soft power approach with a culturally integrated but this doesn't recognize the state as a sole arbitrator but instead sees it as a consensus builder, solver of problems defining what is national interest. Hard power pushes away the humanitarianism while for the soft power it's an integral part.

Q. The draft EIA notification 2020 promotes economical revival at the cost of Environment. Comment. Govt of India issues EIA under ENVIRONMENT PROTECTION ACT 1986. The latest draft is to replace EIA of 2005, which basically analyse the impact of any project on environment and take considerable actions. EIA 2020 given boost to economic revival at the cost of environment. Concerns: -Ex-post -facto clearance route: easy clearance of projects -Law can be violated with fine -Raising objections time limit decreased to 20 days -Compliance monitoring report given to GoI extended to 1 year -Only large scale projects needed full assessment of EIA -Expanded exemptions to a broader level involving defence & other Strategic considerations Impact: -Affect Ecology & livelihood of tribal people -Anti democratic in nature -against India's REDD+ commitment, PARIS deal commitment -Long term negative effects on--> health, climate change Way Forward: -Follow climate deal commitments -follow Principle of Environmental Jurisprudence -ensure active participation of tribals, vulnerable people & to raise voice -minimize the Strategic exemptions & protect ecology -Economy raise by supporting Minor Forest Produce Sustainability is the need of the hour as in SDG goals and Govt should not consider the pandemic as a way to minimize the economic impact at the cost of environment, because ultimately it is the ecology only save us from all disasters.

India does not have a dedicated policy for handling China. Our stance is still not clear. We have not still made up our mind when it comes to China although we have been troubled by China from 1962. It requires enormous planning and long term vision to counter a adversary like China. You can't boycott Chinese goods over night and expect things to fall in place. Such theatrics may make you feel good temporarily however it will be counter productive in the end.

The term "State" itself refers to a concept, which has existed will continue to exist. The State of India means India and its policies, regulations and laws. It is, in all likelihood, lasting and eternal. The government, on the other hand, is a body. It is subject to change every few (five) years, and is eventually transient in nature. The state will go on, but the government operating it will change. I hope this helps :)

the nation may use morality in IR in their own way when they feel it can adore larger interest india's panchsheel doctrine is a reflection of morality ininternational relations. indo pak war 1971 - ind returned confiscated land and war prisoners to pak because it was morally right cab biill welcomes all the minortities from bordering nations , an element of morality is observed here too though sometimes thr countries can advocate the principles of morality in ir for their own hidden interest us afghan peace war is yet another example the talibani group is considerd to be orthodox misogynstic and ruthless in approach but then also morality doesnt hold ground here for a larger interest nuclear profilteration treaty is another shining example . the us imposed sanctions on iran but its never hesitant to increase own defence capablities coz again morality from a different perspective whwn we go back to 1940 's some of congress leaders opposed to violent methods and army formation of bose coz they thought morally it will degrade india ' s name in international relations india extending support to refugees and letting them stay in india is also morality though the morality factor plays a little role in bilateral relations but it is always motivated by a political ,personal interest to benefit larger group and thereby it should never be ignored.

Dancing on the brass plate keeping the feet on its edges is feature of Bharatanatyam...and the same is mentioned in Google search also ...but you told sir it's of Kuchipudi...pls give the clarification about it.

Maybe what they mean is that the term "region of regions" points towards a more cultural, national element, as in how South Asian nations are related through religions etc. and how soft power plays a role in cooperation with one another. Region of states is the opposite- it focuses on aspects that include concepts like territorial sovereignity, dispassion, and implies hard power. This provides room for a third party member to interfere in conflicts.

Draft Environmental Impact Assessment (EIA) : EIA is especially one held in hand to give a legality to the projects. It is introduced in the year 1978. On the basis of change in the society format and political changes the eqip is changed on time. As the EIA notification was introduced in 1994 under the provisions of environment protection Act 1986.And then later now the matter is about the draft EIA notification.The change in a process is allowable if it leads to economic growth but it has to balance the environment conservation and the especially people rights. Now coming to draft EIA there presence violation of environment principles and people fundamentals As.... --By reducing the people consultant period --And by issuing the legality for sensitive areas too because of political influence and by encouraging corruption -- keeping aside SANDRP --And fault at categorizing the project The investors for their profit and the political environment with their influence are doing these by leaving moral principles about environment and people livelihood. If center Step forward with proper provisions then conservation of environment is possible.
