Motherhood and Surrogacy! I remember, in the year 2009 when I attended "Mood Indigo", the cultural fest of IIT Bombay. One Gujarati play regarding the commercial surrogacy and violation of rights of surrogate mother and child, got attention of entire audience. I was sitting in second row and I recollect during one scene, all the judges were choked up with tears in their eyes. Such was the impact of acting and gravity of the topic! Yesterday a bill was passed by Indian Parliament - The Surrogacy Regulation bill. Let me give a little bit of background and perspective to the topic; surrogacy has become a trend for parents in western countries, who don't want to bear a child but want a child of their own, (this includes fertile parents too). India has become a marketplace for commercial surrogacy procedures because of the lower cost and relaxed regulations around surrogacy. The entire surrogacy market is run as a cartel and many private hospitals, doctors and middlemen have ripped benefits of it abusing the surrogate mothers, who are usually in these cases, poor women from lower strata of society. It does provide them with a livelihood and earning but at the same time exploits their basic human rights. This practice over the years has seen numerous serious violation of rights of surrogate mothers and children. Many a times the intending parents, if not satisfied with the child born (or if the child is born with any disability), abandon the mother and child, and the cartel protects the parents, keeping the mother and newly born in dark. This happens mainly because, there is no rule which specifies the intending parents as biological parents of the child born through surrogacy. Considering all these factors India became 'Baby Making Factory of the world'. The bill passed by Gov of India, The surrogacy regulation bill highlights important issues. According to the bill, now there is complete ban on Commercial Surrogacy, this will close doors for wealthy foreign parents to come and look for surrogate mothers in India and also this will stop the exploitation of the mother if parents intend to abandon the child. The bill also specifies, only Indian couples, who are proven to be infertile, will be eligible for the procedure of surrogacy and the surrogacy will be carried out by any close relative of the couple as the bill allows only altruistic surrogacy. Also it specifies the intending parents as the biological parents of the child born through surrogacy, this way protecting the right of surrogate mother and child. But at the same time it doesn't provide any provision for Indian parents or couples from LGBT community to avail the surrogacy procedure, may be this will come into picture in next amendment of the bill.

Today's age is the age of digital marketing and consumer behaviour is more tilted towards market operations. Thus there was a need of new bill , consumer protection bill 2019 have come into picture. Features of bill- 1. Development of Central consumer protection authority 2. Development of Consumer Dispute Redressal Commission at district, state and central level 3. Penalties to manufacturers as well as on endorser for misleading advertisements 4. Consumer have given Rights to Protect against hazardous goods, right of goods at competitive prices, rights of dispute redressal as well as right to be informed 5. There are provisions for online marketing as well. There was a need of this new bill to save the due interests of consumers in the changing marketing scenario. Competion is increasing and mode of marketing is also changing. Exploitation of consumers is increasing as there are many online food services like swiggy, zomato which sometimes are claimed to provide unhealthy food to consumers. Similarly cab services like Ola, uber which are sometimes reported for women exploitation and so on. Thus a stricter law is need to protect the consumer's interest. Conclusion:- In this revolutionary world the taste and preferences of people are changing, their way to approach things is changing so laws must be modified in regard to changing global scenario.

Some times it is poverty that forces poor women to rent their womb. In this context such practices of surrogacy are prone to happen underground. In that case exploitation of poor women will increase even more. There should be strict laws to monitor surrogacy instead of criminalizing it.

List the salient features of consumer protection bill 2019. Evaluate the need to protect consumer rights . Consumer protection bill 2019 replaces consumer protection Act 1986. Salient features of consumer protection bill 2019: (I) Definition of consumer : A person who buys good or services for consideration. It excludes those who buy for commercial purposes. (II) It redefines the right of consumer : right to a) be protected against marketing of goods or services which are hazardous in nature . b) be informed about the quality, quantity, purity, potency, standard & price of goods & services. c) be assured of acces to a variety of goods & services at competative prices. d) seek redressal against unfair restrictive trade practice. (III) Central consumer protection authority will be set up to promote ,protect & enforce the right of consumers. (iv) It also imposes penalty for misleading advertisements. (v) Central dispute redressal commission will be set up at district, state & national level. (vi)Product liability : compensation to the affected consumer by the manufacturer or service provider. Need to protect consumer rights: In india consumers are spread all over the country and are poor, illiterate and generally unaware of their rights which tempt the manufacturers and suppliers to adopt unfair trade practices. In the ear of modernization, misleading advertisements and cost of making advertisements is added to cost of production which lead to deception of consumers. Nowadays, adulteration of commodities is widespread which is highly injurious . In these circumstances the need of the hour is "consumer awareness" i,e. to educate a consumer about safety, provide information about the products and availability of redressal option. We also need some successful campaigns like "jago grahak jago" to spread awareness across the country.

Surrogacy is a method of assisted reproduction where a surrogate mother give birth to child of another person. But now in today's era India become a baby reproduction platform so in order to tackle such issue surrogacy regulation bill is passed recently. The main aim of the bill is to regulate the widespread commercilization of surrogacy and to solve no. of bio-ethical issue . Provision of bill include: • ban on commercialization • allow aulestric surrogacy means selfless, and allow only close relative in order to make monetary less and define eligibility criteria such as age ,marriage status. • payment for medical expenditure and insurance. • ban on surrogacy advertisment , transport and import of embryos. There in some grey area which is uncovered in this bill in order to address concern: • privacy of surrogate mother ,their choice ,security for underprivilaged mother as this bill exclude financing of mothers . • Exclude NRI , single parents ,widow, unmarried couple. • provision for exploited surrogate mothers by doctors ,middleman etc for future. CONCLUSION: surrogacy is boon for infertile parents but effort needed for underprivileged mothers ,insurance for both child and mother and also include public opinion for the same.

PLEASE REVIEW MY ANSWER Consumers are the backbone of economy and as population are increase demand also increase but there is exploitation of consumer in today's world .Recently consumer protection bill is passed, some of their sailent features are: •Right to consumer for protection against marketing and services which are hazardous to life and to be informed of quality, quantity ,price etc •central consumer protection authority . •consumer dispute redressal commission. •Penalities for misleading advertisment. •product liability i.e liability of manufactures in order to compensate a consumer for any harm,accident etc. It's a welcome step but we need more to protect consumer right in this digital world. Step forward to take : •Regulation for online food delivery platform such as uber eats ,zomato ,swiggy. •Regulation for online grossery shopping platform such as big basket, Amazon etc. •need for advicery committee to look consumer demand from time to time. Conclusion : In this digital era paradigm shift is needed toward digital marketing and more awarness at local level by bringing together through advertisement, posters etc.

SIR PLEASE EVALUATE MY ANSWER SURROGACY BILL Commercial surrogacy in India was legalized in India in 2002 and outlawed in 2018. India had become one of the largest surrogacy market in world in 2012 . According to UN report ,which estimated India's surrogacy businesses of more than $ 400 million in 2012. Surrogacy for foreign couples were increasing in India due to its cheap surrogacy market. This had lead to exploitation of poor women. Thus surrogacy bill was the need of this hour. Provisions of bill- 1. Blanket ban on commercial surrogacy 2. Only altruistic surrogacy allowed. 3. Provisions for intending parents and surrogate mothers. 4. Fines of 10 lakh 5. Registration of clinics Above mentioned provisions of bill are helpful in regulating surrogacy but this is not sufficient to do so . As there are drawbacks as well. The poor surrogate mothers were mainly approached by middleman and ART clinics. These two have mainly exploited the surrogates. In the bill there is no restriction for these two intenders. The bill also has provided an opended definition for intended couples which might get misused. But this bill is one of the step towards protecting the rights of surrogates, the right of child as well as the right of child. Conclusion:- Surrogacy is a way for infertile intended couples to have child. It must be regulated as the health of child and surrogate mother are the key concerns.
