It seems the Byzantine Empire/Eastern Roman Empire went from being all but completely gone from Anatolia and being no more than a regional power in the Balkans, to owning half of Anatolia and nearly the entire balkans minus romania. One of the best Emperors without a doubt. His admin withstood the plague and ice age and most of his gains held until phocus and the Arabs. Belasarius and Justinian were clearly on side and was not mistreated. He was recalled because a popular alternative can create discontent... he was dealing with plague and the rest, people need something to plague thus Bel would have agreed this is the best move. He never turned on Justinian who wouldn't have trusted him with an army decades later. The mural in Ravenna shows them together. There's nothing to question their lifelong positive relationships
