Mags won the 11th Hunger Games. (If you have seen TBOSAS, she was the victor the year after that movie takes place.) The books never say how she won but there is some speculation that a water-based mutation creature that appears at the end of that movie--I think it's an eel of some kind--is a reference to her. District 4 is the fishing district and the books says she can make a fish hook out of "anything."

For the previous Quells, the districts had to vote which tributes to send to the Games, and for the second one the districts had to pay twice the amount of tributes. Those were the Games Haymitch won. I like to think the one they swapped for this Quell was that the parents of the reaped tributes would be sent to the Games.

@@JoviReacts Katniss was starving because her father died from the mine explosion and her mother had PTSD she was digging the in the trash cans of the bakery for food when Peeta saw her and saw his mother shoe her away he than burned the bread so he could give it her Katniss was 12 and decided to let herself die until Peeta gave her the bread
