I think so too, and the REM@STER-B of the other two tracks. The previous composition was signed by NBGI, but Sasaki-san has withdrawn from NBGI, so maybe it is some kind of copyright issue, just a guess. Anyway, if it hasn't been released for so many years, we probably won't hear these songs in our lifetime.
