Good story! Worth the time. Another chapter would be nice. This one set the stage pretty good. The question is, why is he telling us all of this? A major war is coming?

There are two possible ways to preserve Pax Imperium (Pax Romana, Pax Brittanica, Pax Americans, Pax Humana), it’s all peace imposed by an empire. You smack down all opposition with calculated brutality, or you educate the subjects to the point that they don’t want to oppose you, until they embrace your ideals. There’s a lot of potential drama there.
