For me, the reason why this scene doesn't work is that the principle of the Hulk is that he is unstoppable. When you go to see a film about the Hulk you expect him to be on top, and dealing out justice to those who have it coming. The issue is that as his strength is so unquantifiable there are no stakes, particularly when he doesn't win through intelligence. It just dissolves into a back and forth fight without any justifiable conclusion. The final battle in the first Avengers film is a much better example of how to use the character, as the Hulk is battling to save as many people as possible and pure strength will not suffice.
