Admiral Yamamoto had lived in America and he told Japanese planners he would have 6 months before America would swamp them with production.

The USA also commissioned 14 Essex class fleet carriers, major combatants, starting in December 1942, and a considerable number of smaller escort and light carriers. At one point, the US was putting an aircraft carrier into service every three weeks.

US did not scrap its civilian production rather it built its wartime production on top of its civilian production. While there were restrictions in no way was the civilian economy scrapped. Scrapping the civilian production was what the former Soviet Union did with catastrophic results.
