This Quebec bridge, my neighbour , is now once again for the third time despite public whistle-blowers, undergoing an instability buckling collapse. It is in mid progress for the exact same 3 causes. They remain ; first ignorance by engineers and technicians of the elastic instability on complex structures with high slenderness indexes: second, excessive hubris of bridge experts engineers and managers: and third the choice of savings over public safety by all authorities. The autorities are engaged since about 10 years in several diverse stabilisation operations of the complete structure. It is hopeless on safety within medium terms. So I observe and conclude ,this is in order to safely dismantle the bridge without interruption of important ship trafic and replace it as it is clearly the best site on account of all economic factors.

Going by the information you have shared, looks like this bridge needs a serious makeover. They should consider a redesign with safety as the main focus.
