Don't think your camera is failing per se. It's probably running at 60 fps and syncing up with flicker in your lights.

Chickanic has a video on exactly why that exact model is a piece of junk, and all the failures on them, and how the old model and other models are so much better as well. Plus that there is a recall on that exact same model as well for safety.
