Bill and Will are some of the most complex characters in all of cinema. Consider that Will has attained free will, likely from philosophizing about the nature of the world in his spare time. For example, he explains that the end of the world must exist by observing that all things have an end and expands upon the concept to an existential level. Bill on the other hand, not only has no interest in such things at all, but doesn't even really seem to grasp the concepts Will is trying to explain to him. He happily follows the swarm and can't conceptualize life outside of it. Yet, he displays free will in the same way that Will does. Even stranger is the fact that he is, ironically, unaware that he is aware. Note that when Will begins to go against the swarm, he doesn't ask Bill to follow him. Bill can't help but CHOOSE to swim against the swarm because he considers Will a friend and cares about him, implying that his whole life he has had the ability to make decisions, but for whatever reason, is still largely ignorant about this fact and the world itself. He even looks back at the direction the swarm is heading, before following Will as he takes into consideration his options. Bill literally chose Will over what he understood as "the world". Bill's free will comes from his love for his friend, as his heart allows him to override his logic and own nature. Will achieved self awareness by deeply rational and logical thinking, while Bill achieved it through emotions and love especially. Again, it's very important to note that these two seem to be true anomalies, as they are the ONLY two krill in a krillion to display such agency and successfully leave the swarm. This emphasizes the fact that self-awareness and free will are in a sense "illogical", or rather, greatly defined by the ability to act illogically. Much like how in the "Architect Scene" in The Matrix Reloaded, Neo is offered a choice. One being the "logical one" as it would allow the human race to survive and save the lives of the many over the lives of the few. The other would allow him to save the person he loves, at the cost of human extinction aka the "illogical choice". Yet Neo chooses to save the one he loves when he experiences what the architect describes as "an emotion designed specifically to overwhelm logic and reason" which of course is love. This is important to fully understand why Will and Bill are especially unique and closely intertwined with one another. If we look at them finally leaving the swarm as a metaphor for enlightenment, then it's worth noting that neither of them would have left the swarm without the other. Bill never would have turned around to begin with if not for Will, and Will wouldn't have lived to make it out as he would have been killed by his feverish curiosity at the sight of the whale. Only because of Bill, acting through fear and concern for his friend, did he not end up as lunch to the whale, likely a metaphor for death or even fate. The strengths each of them have, cover the other's weaknesses. They avoid death and are swept away to finally view the world in it's full scope, somehow staying together despite the chaos and massive force of the whale. Just as they do in the beginning of the scene, as if favored by fate. Will is the "left brain" and Bill is the "right brain". Will is "The Mind" and Bill is "The Heart" and neither can achieve true understanding and enlightenment without the other. In conclusion, this is why I believe George Miller said the famous quote "If you were to put a gun to my head and said 'you have to come up with a story for Happy Feet 3' I'd say shoot me.". Not because he didn't wanna make another movie about penguins dancing to pop music, but because he knows he shrimply can not top this film. He has said all there is to say. To say more would be meaningless and he would rather perish from this earth than sully that pure message by needlessly pontificating upon it.

And yet the krill are not meaningless. They are the cornerstone species of Antarctica. Every spices there eats krill, or eats something that eats krill. Nothing is even 2 species removed. Without krill the entire continent dies, and the rest of the oceans suffer immeasurably. Imagine being "just lunch" but also among the most important creatures in existence. I find comfort in this because when ba things happen we don't understand, it's possible that there's a level of significance behind it that we'll never comprehend. In a sense we're all krill.

It’s so surreal seeing these two and the seeing that entire swarm, it doesn’t even look like a swarm, it looks more like a living cloud, constantly changing shape and size as it moves through the ocean with no purpose or reason.
