The 10 unit and under exemption is quickly eroding as the municipalities that are opting in are making stipulations that you can only have ONE rental door and be deemed exempt as a "small landlord." As we knew it would. Soon it will apply to owner occupant SFH that are renting rooms.

100% correct, this is how Albany implemented this earlier in the year, they narrowed the definition of "small landlord" to only being landlords owning a single rental unit, and they also increased the threshold for the luxury exemption from 245% to 345% of market. In other words, if the only rental property that you own is a duplex in Albany, Albany still considers you to be a "large" landlord. That should tell you all you need to know about Albany's opinions of landlords.
