The more I think about it the more I think MODOK is actually the reason we're not getting giant forehead Leader. Everyone complained about how ridiculous and bad MODOK looked, (even tho I thought he looked fine, he's supposed to look absurd), so maybe they're trying to remedy this by making Leader looks less goofy by excluding the giant forehead
