@@Philamosity the rule is if a ball is overhanging the hole you must proceed to the hole with undue delay and you have only 10 seconds for the ball to fall in the hole. If you wait longer than 10 seconds and then the ball falls in you add one shot to your score. It's a rule in golf

Unless the ball is completely at rest which it doesn't appear to be, he shouldn't have gotten the penalty. Simple as that.

Doesn't matter what Jordan had to say. The rule is you have a reasonable amount of time to get to the hole and then 10 seconds. After that you add one stroke. Whether you like it or not it's a rule in golf. Don't like the rules don't play

So you're the one who determines what's reasonable? No. Secondly, it was not at rest. Speith doesn't make the rules but he's certainly entitled to make the observation that it was going to go.....which he clearly did because he saw that it was moving, not because he acting as a rules official. His own playing partner who wad closer told him is was not at rest, so when was it ever at rest to start counting? Even then, what's reasonable? Guys spend minutes lining up a put. Harman spends 30-60 seconds wagging over hso tee shots. This is silly if they're not on the clock for slow play and his partner is not complaining, this is a poor and VERY subjective interpretation of the rules that 99.99%!of fans and players will fond stupid

All kinds of people can think that some of the rules are stupid. That's irrelevant, what they think does not matter. A rules of official makes the decision based on what the RandA and the PGA have determined to be the rules of golf. Roberto Devazenzo lost the Masters for signing for a wrong score. Stupid rule maybe but it's part of the rules. You don't like the rules of golf don't play the game.

Many commenters are missing that the ball was not necessarily in motion right until it fell into the cup. It’s perfectly feasible for the ball to come to rest, and then gain motion due to breeze/wind at a later point in time. The rule itself may be construed as stupid, but players have to abide by those rules. You can’t just expect to twist the rules to your own benefit.
