I would imagine the 20 kinkaku force was the TOP 20 (personal thought) or close to that caliber ninjas from lightning. If comparing to konoha, it would include ninjas comparable to kakashi, gai, asuma, kurenai, yamato, plus 15 other beastly shinobis. As strong as the second is, going up against twenty of those guys and having hiruzen and the others escape is quite an accomplishment.

zReaper when it comes to feats you have to acknowledge the plot armor and other circumstances, especially in an anime like Naruto. darui in a fight with no plot armor would have been eaten alive by those monsters. now tobirama had no such armor and i would also remind you that he was a kage and a top tier senju. they wouldn't have sent just anybody to attack tobirama. the ninja had to be on kakuza's level or higher to even be a factor in the fight...
