The RPG’s follow this formula quite frequently. It makes sense. I don’t know why people say they’re not assassin’s creed sure they’re not assassins, but they do the message that the assassins know about. Plus Bellec says this is before Altair. Meaning lore wise Altair‘s generation is the last generation that perform the Levantine time approach. Methods were now used for more subtlety then powerful messages to be sent, which makes sense, multi believe the public figure was too easy for the enemy. Which is why he disbanded the order in Masyaf, and spreading across the world.

...well one of the RPGs doesn't even have the brotherhood in any form in its main campaign and another is mostly war and politicking. Origins doesn't mind this sort of approach at least, when the target is actually anywhere near the general public anyway. Sometimes you're just duking it out with a grieving mother in a sandstorm or something. All that was before Altair realized standing out too much goes against their own rules though, as you pointed out.
