@@ChoCoMoCo69 I will give you an example as how bad the situation was, in most of villages electricity polls were installed by govt and wire were also connected, however since local goons were making money from villagers by charging 100 rs per month for 1 bulb so they were against electrification. It was after 2017 that they were either sent to Jail or hail or ran away to as you say Gurgaon or Delhi. Today the situation may still be bad compared to Uttrakhand but trust me, local people is living the regular life like never before. Earlier after 7 PM people were hasitant to get out of house forget the girls and now it is much different.

It makes me recall what our family had to undergo in 2004-05. I am from a northern district of Bihar, I was 14 at that time, Few goons of a family who happened to be our neighbors wanted to grab our land. We had enough land, had we wanted we would have easily ceded it but the problem was, had we done that our other neighbors too would have started grabbing our land knowing that we were weak and could be easily coerced into submission so we decided to not surrender and fight regardless of consequences though within the confines of law, they attacked our family beat us including our grandfather injuring him badly. No one came to rescue us, be it police or judiciary etc. all failed to protect us. They allowed themselves to be manipulated sometimes under political pressure and sometime due to hush money, we did not get any witness and those who tried to depose against them were threatened and subsequently turned hostile. Our cousins, I and my brother wanted to take arms and avenge what we had to face, but our family was an educated one and our uncle who was professor of a college at that time prevented us from taking law in our hand knowing that it would taint our future. My cousin who was studying in Delhi at that time, came to know about this incident, he tried to do something at his end. Fortunately, the district magistrate of our district turned out to be his classmate and Superintendent of Police of that district was her wife (DM’s). He called him, his friend (DM) saved us. We erected wall on our land and they retreated. Now I am a gazetted officer in Central Govt. my younger brother has been selected as an IPS officer, ay cousin as Additional District Judge, we are vigorously pursuing the case we had lodged at that time, against those goons, now they are on the run, we are determined to get our grandfather justice. Hoping to get it soon, they may get imprisonment of at least 10 years, We barely escaped becoming criminals in our quest of getting justice. Trust me Our criminal justice system is really pathetic, You can not get justice unless you are capable of getting it or preventing it from being meted out to you at first place.
