If you think about it, every world in Mario is a new existence/universe/reality so if you let one goomba escape death, he will technically never die because you will never play in his existence again. This gives the goomba a false sense of security because he's only safe due to the fact that nobody will ever see him again. He won't have any friends. They're all dead.
