3:25 The reason why that happens is because you're not letting the stick return to it's neutral position. In order for it to understand that you want to perform an attack, the tilt stick needs to be able to return to the center first. Try it for yourself and you'll see what I'm talking about. If you have the stick slightly up and then try to perform an up-tilt it won't work. Just being aware of the problem is basically enough to solve it in my experience.
