Hou-Ting was the 53rd sovereign of the Earth Kingdom and daughter of Earth King Kuei. Wielding absolute power over the Earth Kingdom, Hou-Ting was more concerned with her personal comfort and possessions than with the welfare of her people. Her reign was marked by revisionist, conservative, and absolutist politics. She employed the Dai Li to round up dissidents and detained them without trial in her dungeon. In an effort to capitalize on the changes brought on by Harmonic Convergence, Hou-Ting ordered the capture of Ba Sing Se's new airbenders and conscripted them into her army, training them in a base underneath her temple. When this was discovered, Team Avatar freed the airbenders, leading the queen to label the team as wanted criminals throughout her kingdom. She was assassinated in 171 AG by Zaheer during the insurrection of the Red Lotus, resulting in the collapse of the Earth Kingdom.

I have a theory on why Hou-Ting was forming an air bender army. She was going to use her new element to take the United Republic and likely Zoufu. She had claimed to Korra that Avatar Aang and Firelord Zuko "Stole" land to make their "Empire" and proclaimed it was still Earth Kingdom Territory. She probably thought the same about Zoufu since Suyin didn't seem to like her nor her monarchy and even said it was Outdated. If Zaheer never took her out, I think She would've been Book 4's Villian instead of Kuvira, determined to overthrow both Raiko and Suyin, simply because she is the Earth Kingdom Queen. That would've been quite the Political Battle.

I never noticed this, but the Earth Queen is literally Kim Jong Un, has a secret police, oppresses and mistreats their citizens(especially poorer ones), worshipped by their citizens(the scene where Mako and Bolin’s grandmother has a picture of her and takes it out of the fire when her house is burning down references the law where North Korean citizens are required by law to rescue the picture of their leader over all else), forces capable citizens to serve in the military(the Earth Queen capturing Airbenders and creating and “army” of them is like how North Korea has a law where all capable citizens have to serve at least 5 years in the military), has high surveillance on any visitors and very strict borders, and a lot of censorship and propaganda in their dictators’ names. There are probably more similarities though.
