I wouldn't say so. It does take some set up to make it great, so it being common isn't too big of a problem. The problems comes from having it trigger multiple times, and the easiest way of doing that is with hanging Chad which is also common, so it's easy to find. Chad should be uncommon imo

is photocard really that good to be picked over a space joker (with oops all 6’s)? im very much new

Space joker has a 1/4 (2/4 with Oops) to linearly (disarmingly when compared to the exponentially scaling score requirement) scale your score per hand played, Photograph will 2x your mult, but when the first face card is retriggered, it counts for Photograph again, When stacking retriggers, this gets pretty crazy pretty quickly. 2x > 4x> 8x> 16x> and so on. So with a red seal and a retrigger joker like Dusk, Sock and Buskin, or Seltzer, you've already got 8x mult from Photograph alone. The combo "Photochad" Hanging Chad (Retrigger first card used in scoring 2 times) and Photograph is also 8x due to the three triggers from playing the card, and the two retriggers from Hanging Chad. Throw in a Red seal (Retrigger this card one time) and you've got 16x, then a Sock and Buskin 32x. Maybe dusk or Seltzer, 64x TL:DR Space joker is nice to (maybe) get that initial kick to your scoring, but it falls off quickly. Photograph on the other hand gets exponentially better with a lot of things that you'd want to be doing already anyway in a build like this, because retriggers make Lucky cards better already, Might as well take that extra synergy with Photograph
